پاکستان کے وزیر اعظم نواز شریف کی طرف سے سنیچر کو ڈان لیکس انکوائری کمیٹی کی سفارشات کی روشنی میں جاری ہونے والے نوٹیفیکیشن کو پہلے فوج کے شعبہ تعلقات عامہ نے مسترد کر دیا جس کے بعد وفاقی وزیر داخلہ چوہدری نثار علی خان نے اس کی وضاحت کرتے ہوئے کہا کہ اصلی نوٹیفیکشن ابھی جاری کیا جانا باقی ہے۔
چند گھنٹوں کے وقفے سے وزیر اعظم کے نوٹیفیکیشن، اس پر آئی ایس پی کی ٹوئٹ اور وفاقی وزیر داخلہ کے وضاحتی بیان کے سامنے آنے سے ملک کے الیکٹرانک میڈیا پر شور ہے جس پر چوہدری نثار علی خان نے تبصرہ کرتے ہوئے کہا کہ میڈیا نے ایک طوفان کھڑا کر دیا ہے۔
وزیر اعظم کے پرنسپل سیکریٹری فواد حسن فواد کے دستخط سے وزیر اعظم کے پیڈ پر جاری ہونے والے نوٹیفیکیشن کو چوہدری نثار علی نے کہا کہ یہ وزارتِ داخلہ کو ریفرنس تھا اور اس معاملے پر اصل نوٹیفیکیشن جاری کرنا تو وزارتِ داخلہ کی ذمہ داری ہے۔
وزیر اعظم کے نوٹیفیکیشن میں واضح احکامات جاری کیے تھے جن میں خارجہ امور کے مشیر طارق فاطمی سے ان کا عہدہ واپس لیے جانے کے علاوہ تین اور احکامات جاری کیے گئے تھے۔ یاد رہے کہ مشیر خارجہ کے عہدے سے کسی کو علیحدہ کیا جانا وزارتِ داخلہ کے اختیارات میں نہیں آتا۔
قبل ازیں پاکستانی فوج کے شعبہ تعلقات عامہ کے سربراہ میجر جنرل آصف غفور باجوہ نے ایک ٹویٹ میں وزیر اعظم ہاؤس کی جانب سے ڈان لیکس کے حوالے سے جاری کیے گئے اعلامیہ کو مسترد کر دیا تھا۔
انھوں نے اپنی ٹویٹ میں کہا: 'ڈان لیکس کے حوالے سے جاری کیا گیا اعلان انکوائری بورڈ کی سفارشات کے مطابق نہیں ہے۔ یہ نوٹیفیکیشن مسترد کیا جاتا ہے۔'
سنیچر کی صبح وزیر اعظم ہاؤس سے جاری ہونے والے بیان میں کہا گیا کہ وزیراعظم نے انکوائری کمیٹی کے 18ویں پیرے کی منظوری دی ہے۔
وزیر اعظم ہاؤس سے جاری ہونے والے بیان میں کہا گیا ہے کہ وزارت اطلاعات و نشریات کے پرنسپل انفارمیشن آفیسر راؤ تحسین کے خلاف 1973 کے آئین کے ایفیشنسی اینڈ ڈسپلن (ای اینڈ ڈی) رولز کے تحت کارروائی کا حکم دیا گیا ہے۔
اب سے کچھ دیر قبل ایک نوٹیفیکیشن میں پرنسپل انفارمیشن آفیسر راؤ تحسین علی کو اسٹیبلشمنٹ ڈویژن میں رپورٹ کرنے کا حکم دیا گیا ہے۔
اس کے علاوہ بیان میں مزید کہا گیا ہے کہ روزنامہ ڈان اس کے مدیر ظفر عباس اور سرل المائڈہ کا معاملہ آل پاکستان نیوز پیپرز سوسائٹی (اے پی این ایس) کے سپرد کر دیا جائے جبکہ اے پی این ایس سے کہا جائے گا کہ وہ پرنٹ میڈیا کے حوالے سے ضابطہ اخلاق تشکیل دے۔
بیان میں یہ بھی کہا گیا ہے کہ یہ ضابطہ اخلاق خاص طور پر پرنٹ میڈیا کے لیے ملکی سلامتی کے معاملات پر رپورٹنگ کے حوالے سے قواعد و ضوابط کا تعین کرے گی اور ساتھ ہی اس بات کو یقینی بنائے گی کہ قومی اہمیت اور سکیورٹی سے متعلق معاملات پر خبریں صحافت کے بنیادی اور ادارتی اصولوں کے خلاف شائع نہ ہوں۔

اس سے قبل گذشتہ دنوں پاکستان میں وزارت داخلہ کی جانب سے جاری کردہ بیان میں کہا گیا تھا کہ انگریزی اخبار ڈان میں قومی سلامتی کے منافی خبر شائع ہونے کی تحقیقاتی رپورٹ میں کمیٹی کی سفارشات کو وزیر اعظم کی جانب سے منظوری ملنے کے بعد عوام کے سامنے رکھ دیا جائے گا۔
خیال رہے کہ گذشتہ برس اکتوبر میں شائع ہونے والی خبر میں غیر ریاستی عناصر یا کالعدم تنظیموں کے معاملے پر فوج اور سول حکومت میں اختلاف کا ذکر کیا گیا تھا تاہم حکومت اور فوج دونوں نے اس خبر کو من گھڑت اور بے بنیاد قرار دیا تھا۔
اس کے بعد وزیراعظم کی جانب سے گذشتہ برس اکتوبر میں وزیرِ اطلاعات پرویز رشید کو اس خبر کی اشاعت رکوانے کے سلسلے میں اپنا کردار ادا نہ کرنے پر ان کے عہدے سے ہٹایا گیا تھا۔

ISLAMABAD: Prime Minister Nawaz Sharif on Saturday dismissed Special Assistant on Foreign Affairs Tariq Fatemi over the Dawn leaks scandal.
“Allocation of portfolio of Foreign Affairs to Syed Tariq Fatemi, Special Assistant to the Prime Minister, shall be withdrawn,” said a letter from the Prime Minister’s Office.
Furthermore, it has been decided to take action against Rao Tehsin Ali, Principal Information Officer of the Ministry of Information, on the charges after the findings of the report. The action will be taken under Efficiency and Discipline Rules 1973 of the constitution which deals with government officials.
The Prime Minister also directed to refer the role of Dawn newspaper, editor Zafar Abbas and journalist Cyril Almeida to the All Pakistan Newspapers Society (APNS) for necessary disciplinary action.
The APNS has also been asked to develop a code of conduct for the print media especially when dealing with issues relating to national security, and ensure that stories are published by abiding to basic journalistic and editorial norms.
Fatemi had earlier refused to tender his resignation, and said that he had nothing to do with the Dawn leaks controversy. He had allegedly warned to reveal the names of others involved if he was removed unceremoniously from the post.
The final report was presented to PM Sharif by Interior Minister Chaudhry Nisar earlier this week. The matters pertains to sensitive news item published on October 6, 2016 in the English daily over a rift between the government and the military.
An inquiry commission was formed headed by former Lahore High Court Judge Amir Raza with representatives of the Inter Services Intelligence (ISI), the Intelligence Bureau (IB) and the Military Intelligence (MI) to inquire into the matter.
The Interior Ministry has on October 14 last year lifted travel ban on Almeida as a ‘good-will gesture’ but continued inquiry into the ‘inaccurate and fabricated’ article. The military’s press wing had issued a separate statement calling the article a ‘breach of national security’.
Former Information Minister Pervez Rasheed had also been removed from his position in October last year, but the inquiry report did nott find ‘solid proofs’ against him. However, it has been known that he has been permanently removed from the post.

UFO hunters spot ‘tree’ on Mars in NASA Curiosity Rover footage
Mars is a dry, cold deserted wasteland with a thin atmosphere where liquid water is unable to exist on the surface, but some UFO hunters have claimed to have found evidence that it may have once been lush with green vegetation.
Eagle-eyed conspiracy theorists claimed to have found a tree stump on Mars, which they believe indicates there was once life on the red planet – ‘the petrified remnants of a Martian tree’.
The 3ft-high stump-like image was apparently spotted in footage taken by the Mars Curiosity Rover, which landed on the red plant in August 2012 and has so far covered just over nine miles.
Curiosity Rover is a car-sized robotic rover currently exploring Gale Crater on Mars as part of NASA’s Mars Science Laboratory mission.
Paranormal Crucible posted the video on YouTube and wrote: “This object definitely looks out of place and in my opinion could be the petrified remnants of a Martian tree.
“Object is around 3 feet in height, and with numerous discoveries of plant and animal life on mars, it would be logical to assume, that a variety of tree either existed, or still exists on this enigmatic planet.”
However, a lot of people were not impressed by the discovery. One person commented: “Just an odd rock. Update me with something that’s actually interesting.”
Nasa has explained that the image was taken by the Mastcam onboard NASA’s Mars rover Curiosity on Sol 1647 in March.
Although it may be just one of the many rocks found on the Red Planet, but still conspiracy theorists believe it could prove that life was present at some point. If trees still existed on Mars, it would need a good source of water to survive
NASA has previously answered whether plants could actually grow on Mars after the release of Matt Damon’s film Martian, in which he plays astronaut Mark Watney, who is trapped on the planet and grows his own vegetation to survive.
The piece states: “In ‘The Martian,’ Mark Watney uses the Martian soil to grow potatoes in the controlled environment of the “Hab.”
“In reality, the soil on Mars actually does have the nutrients plants would need to survive on Mars.
“There may not be the right amount of nutrients depending on where astronauts land on the Red Planet, so fertilizers may need to be added to the soil.
“The perchlorates in the soil would be leached out and separated from the water.
“NASA is developing a stimulant, a replication of Mars soil, to better understand how it can be used for plant growth and other purposes.”
